The governing documents of the Habitat Conservation Trust Foundation are the Wildlife Act and the Constitution and Bylaws of the Foundation.
Simply put, Part 3 of the Wildlife Act establishes the Habitat Conservation Trust, names the Habitat Conservation Trust Foundation as Trustee, defines what money must go into the Trust, and defines what the trust monies may be used for. The Constitution and Bylaws of the Foundation specify the rules by which the Foundation will operate as trustee.
